What is the Architectural Review Board (ARB)?

The ARB ensures that architectural guidelines and covenants are followed in a manner that protects and maintains appropriate community appeal. The ARB reviews all requests to paint or stain, build, landscape, or modify the exterior of all homes or structures to ensure conformance to Hidden Cove restrictive covenants and ARB Guidelines.

 

When should I submit for ARB approval to paint or stain?

ARB approval is not required if you are painting or staining the same color and scheme. Any time you are changing the existing color of the exterior of your home, garage, or fence, provide color samples/chips of the desired color(s). Please designate the use of each color (i.e. siding, trim, door, foundation, louvers, garage doors, shutters, etc). Approval will not be given without sample chips. Note: Please keep in mind the colors of adjoining properties and boldness of color selections.

 

When should I submit for ARB approval to landscape my yard?

When you are submitting new or changing existing landscaping or adding hardscape edging located within areas of the yard that are visible from the streets or other neighbors' homes. Provide detailed plans that indicate approximate locations, measurements, colors, types, and sizes of trees, shrubs, and bushes, decorative rock areas, grassy areas, walkways, paths and other landscape related items. Note: Replacing a dead or diseased plant does not require ARB approval.

 

What about fences and decks?

Almost anything you do (except power washing) to fences and decks requires review by the ARB (adding, modifying, changing or staining). Provide detailed plans or drawings that indicate approximate locations, measurements, colors, types of material (wood, brick, wrought iron, etc.), sizes and shape of fencing material, and any other related item(s). Note: No fence may be greater than six (6) feet in height or block the view of marsh, wetlands, creeks, etc.

 

What about docks?

All changes or improvements to docks must be approved in advance by the ARB. Prior to submitting a request for ARB approval, homeowners must first obtain a permit for the proposed changes from SCDHEC-OCRM. A copy of the permit(s) must be submitted with the request for ARB approval.

ARB Security Deposits

1.)     $100 minimum deposit on any and all requests except tree removal
2.)    $5,000 maximum deposit no matter the work to be done, or the scale of the project
3.)    Deposit amount to be 2% of the contract price of the work to be performed (includes the total price of labor & materials) from $5,000 to $250,000
a.       Under $5,000 the $100 minimum would apply
b.       Over $250,000 the $5,000 maximum would apply
4.)    $50 deposit per tree removal request
You will need to attach to your request a quote or estimate; or schedule of work to be done along with the costs for each item, including labor. If you plan to do the work yourself, estimate what the job would cost if you had someone else do it.

 

ARB Approval Process

Complete the ARB request form enclosed and mail to HCPOA, 1126 Lango Ave, Chas, SC 29407; email to :

jhaynie@spectrumproperties.biz; OR fax to (843) 852-3400. Attach & submit any required information.

 

The ARB will review requests for approval in the order received at the next scheduled meeting (first Wednesday of each month from 6:00pm to 7:00pm at the Clubhouse). Homeowner attendance is recommended but is not mandatory. Note: Due to time constraints, it may be necessary for requests received within 24 hours of a meeting and walk-ins to be reviewed at the following monthly meeting.

 

Notice of the ARB's decision will be sent to the homeowner within 30 days of the date the request is received. If additional information or documentation must be submitted to the ARB, a decision will be rendered within 30 days following receipt of the additional information.
